I can't find it. I always forget where it's tab is.

If you're looking for the tattoo manager for a specific horse, you will find it on the Tack tab, at the bottom.
If you're looking for your Tattoo Registry where tattoos can be made, changed, or sold, it's on the Member Home Page, under Upgraded Features. I find it on the right side of the page, but I always play on a PC, so I'm not sure of its exact location on mobile devices.De gustibus non disputandum. "There's no arguing about tastes."

Ah Fouund it. All of those extra link don't show up when you click the title logo at the top. You have to click the actually member home tab! Makes sense----
