    So Ive seen some horses with western tack and dressage saddles and im confused because I dont have that option to use different tack.

    Those are special tack packs you need to buy with IV's. The western saddle is part of the trail ride pack and the dressage saddle is in the new dressage pack. These can be found by going to Upgrades and Extras, then Upgrade With Game Money (here you buy IV's), and then IV Shopping. You can see how much the various packs are, plus other upgrades and extras, such as barns.
