Uploading pictures

I'd like to put a photo on my page. I've shrank my picture to the required size, but not sure what else. I can't get it to load up. I have pretty limited photo editors on my lap top. :-?

It told me to change the pixel size, so I have it changed to 225px X 150px, but it says can't be over 15Kbs file size. I think the picture i'm trying to use is 33.4kb (36.0kb disk size). It is JPG. I don't think I have a program to change the Kbs.

Thank you Ammit. That's what I thought, but I can't seem to find that option. I've tried resizing, re-anything, to bring it up... my little photo editors are just too basic I guess. I'll have to put my photoshop on this computer. I'll get it figured out eventually.
