What i mean is a drawing type software of something that you could upload an image and draw on it or just draw

I use Autodesk Sketchbook with the pro brushes but the free version is good as well.
IbispaintX is free and you can watch videos to get more brushes :D

Artweaver is a free program you can download. I really like it.

I use GIMP :) Pretty simple to use once you get the hang of it!

I use photoshop and a drawing tablet. If you want to do simple things, you don't have to know how to use everything in photoshop, so it's not so intimidating. The drawing tablet helps with the fine motor function, too. :P

I use Krita it's completely free and will do just about anything you need to do. It's made by artists for artists, and has very good documentation, and you can download free brush sets.
You will need a graphics tablet to get the most out of it, I use a Wacom intuos draw (small).
