Is altered Ice 8 allowed to be owned by anyone? If so, I'd love to buy Speak Once, but I don't own any Ice genes.

I havent gotten into altering and gmting and such for any of my horses, but when I got my first ice horse I simply bought one. I didnt have any previously.
