When To Let a Show Horse Go?

Opinions, please.
If you've got a show horse who's done decent, but they've leveled off where they're in the bottom 1,2,3 in their classes (of 12, say), do you keep him? How do you decide when to retire them to greener pastures? Do you keep horses with points standing around in a no-show barn until they die?
Here's the horse in question, although I have a few others who are in similar positions.

The rule I've made for my herd, because I have limited space, is cull any that has levelled near the bottom of their class and has less than 100 points. Your example would be borderline but I'd probably cull
