The shortest foundations get is 13.2 and the tallest they get is 16.2. Any horses shorter or taller than those are lined.
A good place to find quality foundations is the foundation rescue (owner 13 in the horse search). It gets its horses by taking all the perfect foundations that no one bids on in the public auction.
