He is so handsome! I'm not an expert and I haven't seen many dapples like that but based on his genes I'd say yes they are dapples----

Yes! Love the classic champagnes with dapples! They are some of the coolest in the game in my opinion!

Yes, I believe they are called "Reverse Dapples", or at least that is what I have heard them called. Where the dapples are darker than the horse's body color, unlike most dapples, like on the silver blacks or bays, the dapples are lighter colored.
I'm not 100% positive though. A more experienced horse person could probably tell you better. -
Some dappled horses have dark dapples like your foal.
Others have light dapples, like this horse of mine.
